In a large pot, boil salted water and cook the pasta until al dente, reserve ½ cup of pasta water. In a small bowl, combine oyster sauce, soy sauce, and balsamic vinegar.
In a large skillet, heat oil over medium heat and sauté chicken, onion, and garlic. Add the oyster sauce mixture and cook until thickened, about 5 minutes. Add the peppers and cook another 2 minutes. Add the pasta and pasta water to the skillet and toss with other ingredients.
Serve with lime juice and cilantro.
